Primary Position Objectives

Provides oversight of the Property/Logistics area in accordance with DOL, PRH, Contract Center and Serrato Corporations’ requirements in regard to all property of the Center.  Directly supervises the Property Specialist. 


Brief Description of Duties

  • Follows all procedures detailed in the Contractor Property Management Plan (CPMP), the ETA Handbook 3-59, Appendices 505, 505a and the PRH.
  • Conducts quarterly inventory of equipment for verification of EPMS Master Sheet.
  • Conducts Annual Inventory Certification of property.
  • Supervises Property Specialist and makes recommendations regarding disciplinary actions, promotions, and/or merit increases.
  • Upon receiving new equipment, places proper identifying decals and makes additions to EPMS.
  • Disposes of all equipment that becomes excess to the needs of the Center and makes deletions on EPMS.
  • Initiates all appropriate regional forms concerning property.
  • Conducts random review of equipment in all areas on Center.
  • Provides staff training to all property custodians on proper care of equipment and documentation in custodian property folders.
  • Investigates reports of missing or stolen equipment and submits proper documentation to Regional Office.
  • Coordinates with GSA Excess and military bases, etc., to screen for property.
  • Works closely with Regional Office, GSA and Corporate Office to operate an effective property management system.
  • Knows location of all equipment on Center at all times.
  • Conducts semi-annual, annual and requested spot-checks, physical inventories of all warehouse items and when necessary, prepares for Finance and Administration Director a list of excess or inactive items for disposition.
  • Works toward meeting performance management goals.
  • Follows CDSS plan and Code of Conduct system daily.
  • Adheres to required property control policies and procedures.
  • Maintains good housekeeping in all areas and also complies with safety practices.
  • Complies with all DOL guidelines, OFCCP regulation, Quality Assurance Plan (QAP), Serrato policies and procedures, Job Corps notices and bulletins, and Center policies and procedures.
  • Demonstrates and abides by Serrato Corporation’s core values and operating principles.

  • Evaluates personnel under his/her management and makes recommendations regarding disciplinary actions, promotions, and/or merit increases.
  • Participation in PRH mandated staff training is mandatory.  Failure to participate may result in disciplinary action up to and including termination. 
  • Performs other duties as assigned.

Qualifications

  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Proficiency with Microsoft Office applications including Word, Power Point, Outlook, and Excel.
  • Computer literacy with basic computer functions, email, internet, ans basic programs such as Adobe Acrobat.
  • Strong knowledge of property control and inventory practices.
  • High level of organization skills, attention to detail, and accuracy.
  • Knowledge of property/inventory management software and or programs.

Experience

One-year inventory management or related experience required. and one-year supervisory experience.


Education

Associate’s degree in business, finance, or related field; or equivalent combination of education and training. Bachelor’s degree preferred.


Certificates, Licenses, Registrations

Valid State Driver’s License.
